There are several ways to build links including article submission, press release, blog posts, blog comments, social bookmarking etc. It is a part of Link Building
But the link exchange is the process on which two sites are actively involved. It is very skilled game and who plays correctly win the race of ranking. |

In my opinion link building is better than link exchange. Link exchange helps but one-way links are the best. Exchanged links give a lot less link juice compared to one-way. |

Link building is better and more reliable for ranking. Link exchange is normally also called reciprocal linking. It's a technique that works but if you make mistakes than other will get benefits. Google do not entertain reciprocal linking much so better build your links as one way links. |

In my opinion, we should always do link building in place of exchanging links. Because sometimes Google penalize while two sites exchange links to each other. |
